HTML Tutorials: 216 Colors: Web Safe Color Chart

The 216-color color-safe palette refers to colors (RGB values) that will appear the same on either IE or Netscape and Windows or Mac platforms. Sometimes, the colors vary between the two operating systems and by using the color-safe palette, no variances occur or dithering. In the first table, called the 00 Block, every color starts with 00. Left to right inside each block, the green increases by 20%. Each row, from the top to the bottom inside a block, the blue increases by 20%. Lastly, from the top table or block to the bottom table or block, the color of red increases by 20%.
